The City of Pointe-Claire’s 2027–2029 three-year Capital Investment Program (CIP) was unveiled at a special meeting on September 8, 2026. The CIP funds projects such as upgrades to parks and sports facilities and large-scale improvements to infrastructure, beyond the usual costs of maintenance.
With $42.1 million budgeted for 2027, it is estimated that 50 per cent will go towards infrastructure, such as paving, aqueducts, and sewers. A separate $12 million is earmarked for major renovation work on the Saint-Jean Blvd. overpass at Highway 40, as part of a partnership with the Ministère des Transports et de la Mobilité durable.
Projects coming up include $11.6 million for improving stormwater management and upgrading municipal infrastructure in the sector of Cameron Crescent, Basswood, Métis, Des Canots, and Tampico avenues. Other roadworks, such as resurfacing the roadway and updating road markings to promote active mobility in the area of Du Bord-du-Lac/Lakeshore Road, as well as $3.75 million allocated to ensure the long-term safety of the Saint-Jean Blvd. overpass at Highway 20 and other resurfacing work on Saint-Jean Blvd.
Nearly $4 million is budgeted for parks and green spaces. This will include the installation of a splash park, rest area, and micro-forest at Hermitage Park, as well as improvements to stormwater management at both Hermitage Park and Cedar Park.
Smaller maintenance and improvement projects are planned for the Olive-Urquhart Sports Centre, the Stewart Hall Cultural Centre, and the Pointe-Claire Canoe Kayak Club.
CIP financing must be planned for, using both the city’s borrowing by-laws and existing reserves from previous years’ surpluses. While just under $33 million has been planned for through the borrowing by-laws, “it doesn't mean that we will borrow, but we have to finance the CIP,” according to Daniel Séguin, Pointe-Claire’s Director of Financial Services and Treasurer.
Major projects under consideration for 2028 include launching the BIXI bicycle service and adding additional bike lanes, work in the Pointe-Claire Village to improve municipal infrastructure, and continuing stormwater management improvements across the city. These projects will be prioritized based on feasibility and taxpayer affordability.
