On Sept. 9, 2025, Pointe-Claire City Council adopted its three-year Capital Investment Program (CIP). Presented by the Treasurer and Director of Financial Services, Daniel Séguin, the CIP planning tool outlines the 2026-2028 spending plan, which hovers around $40 million each year, with the projects under consideration in 2027 and 2028 being “prioritized according to taxpayers’ ability to pay and the potential for completion.” Priorities are reviewed on an annual basis.
Séguin explained how the budget would be spent, with 45% of the budget being dedicated to infrastructure improvements such as road resurfacing projects which include Saint-Jean Blvd. north of Highway 40, the south side of the Highway 40 service road, and Lakeshore Blvd from Highway 20 to Fifth Avenue.
The second-largest part of the CIP, at 32%, will be dedicated to the renovation of the Aquatic Centre at a cost of approximately $8 million and repairs to Stewart Hall’s foundation and west side at approximately $2.5 million.
For the smaller projects, 11% of the plan for parks and green spaces spends $2.1 million on stormwater management in Terra Cotta Park, 5% towards vehicle and equipment acquisition and replacement, 4% towards urban partnership projects with the Ministère des Transport, which deal with the professional services rendered for the two overpasses on Saint-Jean Blvd., and 3% going to information technology equipment replacement.
“We work on a long-term plan,” said Séguin. “We work on the three-year CIP plan, but we work on the five-year plan for all the projects. We try and plan them for a long period of time.”
